Amendment 2 Consultants (A2C) is a strategic consulting firm for the cannabis industry that combines business advisory work with policy and advocacy campaigns. Services include licensing, regulatory compliance, operating procedures, mergers and acquisitions, government and policy work, coalition and association management, branding and content strategy, and PR and communications. The team has advised on regulatory frameworks and secured competitive licenses for clients, and serves both startups and multi-state operators.

A2C is based in St. Louis, Missouri. Its team has led statewide cannabis legalization campaigns, and it lists Missouri's Amendment 2 (medical, 2018) and Amendment 3 (adult-use, 2022) among its efforts, along with a 2023 joint venture with Strategic Capitol & Robbins Law Firm.
