R. Berkley Corporation, works only through wholesale brokers and specializes in moderate- to high-hazard risks that standard carriers decline. Unlike most companies in this category, Admiral is an insurance carrier: it underwrites and issues the policy. Its cannabis casualty team writes businesses that sell, grow, manufacture or process products containing more than 0.3% THC, while hemp and CBD accounts go to a separate Admiral team.

The cannabis casualty form is claims-made, with maximum limits of $10 million across each occurrence, aggregate and products, and buyers can choose a full CGL policy or products-only coverage. Electronic vapes are eligible with some limitations, infused products are covered, and budtender professional liability and hired and non-owned auto are available. Eligible classes include vertically integrated operations, cultivators and growers, processors and manufacturers, and distributors, and the FAQ confirms multi-state programs. Through Berkley Connect, a W. R. Berkley business, operators can add property, workers' compensation and employment practices liability in a combined cannabis program.

Admiral sells only through licensed surplus lines brokers, so an operator's own agent places the business. Its FAQ is direct about limits: Admiral does not cover cannabis delivery services, including third-party delivery, and it does not offer manuscript endorsements or tailored wording for cannabis. Admiral does not publish pricing. Because these are surplus lines policies, the site discloses that they are not backed by state guaranty funds.
