                                                            Per the Cannabis Control Authority's published retail-market timeline, by February 1, 2027 conversion applications open for pharmaceutical processors and industrial hemp processors or growers, and the application process begins for some microbusiness licenses. Draft regulations were released in September 2026; the Cannabis Public Health Advisory Council reviews them October–December, with final regulations published and effective in January 2027. The CCA must issue certain initial licenses by May 1, 2027; retail sales begin July 1, 2027.
